On oneplus3 after updating firmware and updating to Lineage 17.1 (Android 10) it became impossible to use the fingerprint reader or enrol a new fingerprint.
The solution was to remove or rename the following two files:
/data/system/users/0/settings_fingerprint.xml
/data/system/users/0/fpdata/user.db
